Dr. Celestine Katongole

Chief Executive Officers

Celestine is an adept researcher, impact evaluator and planning expert with experience spanning over thirteen years. He holds an MBA with a major in project planning and management, and a PhD in business administration, obtained by research. He has a solid background in conducting baseline studies, midline studies, end line evaluations, longitudinal studies, community development, strategic planning, business planning, sector diagnosis and enterprise development. He understands extensively research methodology, both qualitative and quantitative with proficiency in modern data management tools, and methods such as structural equation modeling and meta-analysis. The most recent engagement was a three-year longitudinal project in South Sudan where he served as a data manager. He has also led teams undertaking evaluation of NUSAF programmes, including baseline and midline impact evaluations. He has worked with local, regional and international organisations such as the International Trade Centre; United Nations Development Programme; the World Bank; UK-Aid; United Nations World Tourism Organisation; International Development Research Centre; European Integrated Framework (EIF) – TRACE; the European Union, Austrian Development Agency, Commonwealth Secretariat; Endeva (Germany); and Greater Virunga Trans-boundary Collaboration, among others. Celestine has worked for a number of government Ministries, departments and agencies including Ministry of Trade, Industry and Cooperatives; Ministry of Water and Environment; Ministry of Public Service; Ministry of Tourism, Wildlife and Antiquities; Ministry of Local Government; the Office of the Prime Minister; the Buganda Kingdom; Uganda Tourism Board; Uganda Investment Authority; private Sector Foundation of Uganda; Uganda Wildlife Authority; and Kampala Capital City Authority, among others. On most of these projects he has served as team leader, team member or national expert. Celestine has sound report writing skills, demonstrated through a number of excellent consultancy reports and publications in high impact international scholarly outlets such as SAGE, Routledge and Emerald. He has a proven ability to deliver results on time and within budget.

Peter is a time tested Digital Marketing and Tourism professional, with a specific focus on training and capacity building, digital strategy, and DMO web development. He is a co-founder of springnest.com, a niche website CMS and online marketing platform, crafted for hotels and tourism companies of all shapes and sizes. Springnest empowers tourism and hospitality business to manage their online marketing content and campaigns through simple and affordable online tools. He has been conducting consulting missions for the Netherlands government, many of which included digital marketing workshops for Tourism SMS and organisations. This has mostly been in Asia, and Africa.

Prof. Thomas Frederic

Economist, Tourism

Frédéric is an Associate Professor at IREST Paris 1, Panthéon-Sorbonne. He holds a PhD in economics with a specialization in Tourism, Development and environmental Issues with over a decade of professional experience including 9 years in South East Asia and four years in Africa and Middle East. He combines technical expertise (Research, Analysis, Training, Education, Planning and Development) in the areas of sustainable/responsible development of tourism and its backward linkages. Frédéric has working experiences for international organizations such as the International Trade Centre, the World Bank, the EU (TAIEX), the Asian Bank of Development, the UNCTAD and several international NGOs and think thank aimed at institutional capacity building and evaluating the impact of the tourism sector in order to build strategies and programs for a pro-poor and sustainable development of tourism and tourism related sectors (agriculture, Crafts, entertainment, etc.).

Prof. Geoffrey Bakunda

Senior Researcher

Geoffrey Bakunda is a professor of services internationalisation and holds a PhD in international business. He is a full member of the Chartered Institute of Marketing (UK) and has extensive professional, teaching, research and training experience of over 21 years. His skills base spans across various fields such as international trade, national and regional policy research, Investment analysis, sector diagnostic studies, business and poverty reduction in developing countries and enterprise development and competitiveness. He has been actively involved in committees for mainstreaming trade policy issues in the national development agenda and explicating the link between trade and poverty. He has been a member of the Inter Institutional Trade Committee and the National Development Forum of the Ministry of Tourism Trade and Industry (MTTI) for ten and five years respectively representing the academia. He is very familiar with the Government of Uganda policy frameworks in general in particular those on Trade and Private Sector Development. Geoffrey has published over 15 refereed publications in international journals, and has conducted and successfully completed well over 25 national policy research projects in the areas of trade, tourism, investment, labour exportation and poverty reduction.

Cuthbert Baguma

Trainer & Hospitality Expert

Cuthbert is a European (Austrian) trained tourism management expert, with experience spanning over 30 years in the field of tourism facilities management, tourism standards development, marketing and tourism management at policy level. He is one of the few surviving experts on the East African Hotel and restaurant classification system, having been part of the regional team since inception of the system in the early 2000s. He has been an assistant Commissioner in the Ministry of Tourism, directly in charge of registration and inspection of tourist Facilities where the Quality Assurance function for Tourism facilities belongs. He has trained, supervised and supported over 2000 personnel (managers, employees, government officials) in the area of hotel classification and grading in the entire East African region for the last eight years. He is the immediate past CEO of the Uganda Tourism Board, one that over a three-year term championed the development of its first ever strategic investment plan, monitoring and evaluation framework, resource mobilization strategy, a business plan, marketing strategy and institutional review and restructuring. He holds a Master of Tourism and Hospitality Management, Master of Entrepreneurship and a host of other tourism-related, media management and strategic planning qualifications from all around the world.

She holds a Master’s degree from a joint consortium of European Universities in Denmark, Slovenia and Spain, a post graduate diploma in Teacher’s Training and another in Tourism Management from Salzburg, Austria and a Bachelor’s degree in Catering and Hotel Management of Makerere University. John Paul Aporu

Trainer

John is a tourism and hospitality capacity building professional, with experience spanning over seven years. John has received wide training in tourism and hospitality management from Makerere University, Institute of Tourism and Hotel Management (Austria) and the International Air Transport Association. He holds a Bachelor of Hospitality Management (Mak), Diploma in Tourism Management (Austria), Diploma in Tourism Teacher Training (Austria), Diploma in Travel and Tourism Foundation (IATA), Diploma in Travel and Tourism Consultancy (IATA) and diploma in Travel and Tourism Management (IATA). He has successfully completed a Master’s degree in Hospitality and Tourism Management (Mak). John boasts of hands-on experience in tour guiding, tour operations planning and management, curriculum design and development. He is currently a lecturer of tourism at Makerere University Business School, with a strong bias towards inclusive tourism development.

Dr. Fiona Mulira

Human Resource Expert

An erudite human resource trainer, coach and mentor, with experience spanning over thirteen years. Fiona is a lecturer of Human resource management and organization development at Makerere University Business School. Trained at both Cambridge University (UK) and Makerere University, Fiona has strong competences in training of trainers, curriculum development, pedagogy and adult learning. Christine Nantambi

Trainer

Christine is a seasoned business development linkage expert and mentor of dosens of entrepreneurs in Uganda. She has been the trainer for Business in Development (BiD) Network Foundation on Ready for finance programme, a program that supports SME’s in emerging markets to develop their business plans, become eligible for external financing and prepare to close a financial deal. She is also a Certified Trainer for International Labour Organisation (ILO) on GET Ahead for Women in Enterprise, a Business Plan Assessor on the BiD programme and also MUBS business plan competitions, Facilitator on MUBS Entrepreneurship Centre business clinics and entrepreneurs networking events and Business Development Advisor in supporting entrepreneurs in accessing finance and expertise. She has knowledge of the EDN-Moodys framework of assessing the risks and business opportunities in the developing markets.

Rutahindwa Sam Bamuhiiga

Programme Evaluation Specialist

Rutahindwa holds a Masters’ Degree in Management Studies with Specialization in Monitoring and Evaluation from Uganda Management Institute (UMI), a First Class Postgraduate Diploma in Monitoring and Evaluation from Uganda Management Institute; a Bachelors’ of Social Work and Social Administration (Upper Second) from Makerere University, a Certificate in Education (Uganda Grade III/Primary Teachers’ Certificate) from the Institute of Teacher Education, Kyambogo and a Certificate in Data Analysis with Statistical Package for Social Scientists (SPSS) among others. His most recent fulltime engagement was Opportunity International where he worked as Monitoring, Evaluation and Learning Advisor. His work was not only monitoring, evaluation and learning related, but rather stretching to program management and coordination as he was also the country program manager for GEC. He previously worked for Real Group Research and Marketing Ltd (Rwanda and Uganda Country Offices) as Research Manager (for two years); and REEV Consult International (Kampala) for five years in different positions (Associate Researcher, Project Development Consultant; and Research Projects Manager respectively). He has worked on various assignments in research, monitoring and evaluation on health and other development areas for NGOs, humanitarian organizations and governments as well as support to program implementation. He has also worked on projects with key global donors and development partners including USAID, DCOF, UKAID; and DFID as well as prime implementing agencies especially FHI360. He has garnered a multitude of qualifications through professional education and trainings including: education; social work; research, monitoring and evaluation. He has a 7 year span of experience in consultancy with work in the region (Uganda, Rwanda and South Sudan). Charles Rwanagoga
